I have a cigarrete machine which the first part of the tobacco out of the package will roll but it's the loose stuff at the end the pack that won't pack into the tubes. Is there anything I can do to prevent this?

Practice hand rolling. Remember, practice, practice, practice. It took me forever to learn, but now its second nature. Plus do you really want to carry a cigarette machine everywhere you go?

Put the whole contents in a baggie and shake it up to mix the settled small bits with the larger shredded bits.

It isn't hard, you're just rubbish ;p
But really, are you only just starting out? If so, why? You KNOW it's bad. Quit. Go one, or at least have a go.
