The 195/75R14 tire has, as mentioned, a taller sidewall and thus a taller overall diameter than the 195/70R14. This will effect your speedometer and odometer readings - it will appear you are going slower and not travelling as far as you actually are. It will also effect handling and braking however. If your car was engineered to use a 195/70R14 tire it is not going to stop or handle as well if you use a 195/75R14. As a professional working in the tire industry I absolutely and without question have to recommend sticking with the 195/70R14.
If you came into my store and insisted I put those wrong tires on your care I would politely decline to sell you the tires at all and would instead advise you to take it to the schucks two blocks down who will do whatever the customer wants - no matter how ill-advised - just to make a sale.

The 195/75R14 will not handle the corners as well, and the speedo will read a little low (you will actually be going a bit faster than you think, so be careful.) Neither tyre is wider than the other - 70 (or 75) is the height of the sidewall, expressed as a percentage of the tyre width (e.g. 70% of 195mm), R means radial, 14 is the rim diameter (in inches), and 195 is the tread width in millimeters. If both tyres start with 195, then they are the same width.

As other people have mentioned, the tires in question are both 195mm wide.
One is 70% that width tall, which will help the car in corner (less sidewall flex) also provide a lil' better acceleration.
The other tire is 75% tall, which will help smooth out bumps (more sidewall flex), quite down the road and also make small bumps seem even smaller because of the added tire height. This size tire will also give you slighlty better gas mileage if you don't drive like a maniac.
Will they fit in your car? Most likely.

195/70/R14 is accually 24.75 inches tall and 7.68 inches wide. If you switch to 195/75R14, which is accually 25.52 by 7.68, you run a risk of rubbing your inner fender well when your suspension articulates. Very low, but still there. Your speedometer will be off as mentioned before, but you could do it.

The 195/70 will give you slightly better handling, but it likely won't be noticeable. You can switch to a 195/75 if you want. It won't make much of a difference, except that you will actually be going slightly faster (2-3mph) than your speedometer says.

195/75/14 are just a hair skinnier and taller we are talking probably 1/2 both directions , are really dont know which is better 75's are probably a little cheaper , may not handle quite as good , but if you are not a real aggressive driver you will never feel the difference

yes it will fit, it will be about 9mm taller
195 is the width at the widest point in mm
70, 75 is the aspect ratio, the % of the width of the tire that makes up the sidewall
R = radial
14=wheel size in inches

The 70's are wider tires.... Yes you can switch, and you really wont see much of a difference.
