Does DC has a city parliament? The US president can directly govern the DC, am I right? ortherwise, why we call the nation's capital a district, other than a city?

DC does have an elected government. But in the end the Congress could override the decisions of the local government through legislation. The president would have to sign that legislation before it was law. So DC is not technically self governing. I doubt Congress would ever give up that right.

Washington, DC, has a city government. They directly elect their mayor and city council. You are wrong, the US president cannot govern DC.

It is the capital city of the country, and is not part of any state.

Congress has oversight.

mayor is elected by the people of the district. its status as a district has more to do with it not having representation in the house and senate
