Depends on what you mean by "Best."
Technically... (and I know everyone will boo this.) Celine Dion is the best live performer because she is just so flawless it is hard to tell the difference between live and memorex with her... That is what a singer is supposed to do. Show consistency and perform exactly the way they do live as they do in the studio. I don;t like her music or her sound personally... but no one can take away from the fact that she is a flawless live performer and they don't make um like that anymore!
But... I say that the best singer today, is the best more for emotion and feeling than sound. That would be Ray La Montaigne. No singer since Jeff Buckley's live performances in a little NYC cafe called The Sine has moved me as much with their voice. He is stripped down and minimalist... reminiscent of James Taylor, but with a sexy edge to him. I love his voice!
I also love Amos Lee and Imogen Heep.

For me, that would be Josh Groban.
Other categories, Chris Daughtry.
But, I like a lot of the oldies that still sing great.
I saw a guy on The Ellen Show that was awesome. His name is Keane. Really, really good sounds, kinda reminds me of Meatloaf.

It depends on several factors including power, emotion, range and clarity. My vote is for Sara Lov from Devics, because she hits the most factors.
