Being a manager is something people have a lot of issues with. I read a survey that stated that 85 out of 100 manager think there is a management crisis going on. But 98 out of the 100 say they are not part of the problem.

Don't manage your people. Lead your people. Threatening doesn't work either. So, when they are late, don't threaten their jobs, or pay, or anything else. Become their friends. Give them a compelling reason why they should be the best employees ever. Otherwise, they have no drive or determination to help you succeed as a "manager".

I could give more thoughts and opinions, but I don't know what their jobs are, or where you work.

Good luck!

P.S.
Don't read managing books for managers. Read books on leadership. Big BIG difference between leading and managing. Leading goes a lot further, and can benefit everyone!

A lot of times, the management issues rest with the manager rather than the employee. Did the manager hire the right people? Are they assigned to the right tasks? Have they been properly trained to do those tasks well? Do they have enough work to do? Do they understand how the quality of their work is being measured or what the expectations are? Does the team have a good mix of complimentary personalities? Before blaming the workers, I'd first look at what could be done differently from a manager's point of view.

Make on-the-spot corrections IN PRIVATE.
Work with each employee to establish a Job Description and a list of Accountabilities. Every person who does the same work should have the same ones. You and the employees must agree on these.
Have a performance review every 6 months or so (One-on-One).
Let each employee say how good or bad he/she thinks he/she's done on each accountability. Many times, they will say they've done worse than what you think.
Give each one your take on their performance and tell each how to correct the deficiency.
Give each one a "Grade" and use "Probation" as you see fit.

work quality, you have to manage each person differently depending on the type of person. Some you can handle with aggression and that would really not work on another.
