Younkers is also really great! They generally have new dresses that are anywhere from 60 to upwards of 100, but they also have many on sale for less that 50. I've gotten almost all of my dresses from here and I think the most I've had to pay for one is maybe 30 dollars (all were very nice too) I love it!

DEB shop is prom central.
JC Penney will have some nice dresses
Macy's or other department stores of the sort.
A bridal store in town may be the best bet as they might be cheaper.
If cost is really an issue, you might want to check consignment shops or second hand stores in the neighborhood.

If you want something that is one of kind you should try small boutiques in your area. Some boutiques sell their dresses for really good prices.
