Ne'er do well - means "never do well" like a loser.

A ne'er-do-well do doesn't have to be a bum or derelict. It could be a wealthy playboy who wastes his money gambling, drinking, etc.

BTW, the date mentioned, 1736, indicates the earliest date (so far) that the term was found to be in print. It could be a good deal older than that in spoken language.

I don't know the origin but it's probably spelled "ne'er-do-well" as in "never do well."
