The geographic area called Palestine belongs to Israel. The Palestinian leadership believes that all of Israel should belong to Palestine, and Jews should be expelled.
For decades, Israel has attempted to give some of the territory to the Palestinians as a separate state, but wanted some assurance that terrorist attacks on Israel would cease. These have not stopped, so Israel still holds Palestine.

Palestine was in 1947 under British mandate. The British promised Palestinians that they are going to allow them to have their state, but in the same time they promised Zionists that they are going to allow them to form a Jewish state in Palestine. On November 1947 the UN voted the partition plan of Palestine:there should be 2 state:a Jewish and an Arab state...The Arab countries around Israel didn't agreed with it and they attacked Israel the day after Israel proclaimed its independence and they lost...Gaza was placed under Egyptian mandate and the West Bank was placed under Jordanian mandate...In 1967 Israel attacked 3 countries and annexed new territories including the West Bank and Gaza...This was declared illegal by the UN who asked Israel to give those territories back and allow Palestinians to form their own state...
So Israel is occupying Palestine,part legal,part illegal:http://zionismexplained.org/map/map.html

"Palestine" is a colonial term, coined by the Romans in the 2nd century, for what the indigenous inhabitants call "Eretz Israel" (The Land of Israel). Through Latin (the language of the Romans) and Christian texts (early Christians were mostly Romans), the term "Palestine" became common in the Christian world and later world-wide.

It is actually quite common that foreigners use other names for countries than their inhabitants. For example, you say "Germany", but the Germans say "Deutschland"; you say "Finland" but the Finns say "Suomi". Etc.
