It happened during the Great Depression and the New Deal, which was FDR's reforms, which helped rebuild the economy and aided people in rural areas of the South in particular. Since the blacks constituted the lowest socio-economic group in many areas, FDR's efforts did alot to help them.
It was also the Democrats under Truman that desegregated the US Army.
Hope this helps.

The Civil Rights Act of 1964, and the Voting Rights Act of 1965, made the Republican Party the dominate one in the white South. Lyndon Johnson himself, said that would be the case. Don't believe me? Look it up for yourself! The Republican Party was anti-slavery, not an Abolitionist Party. There is a major difference between the two. One more thing; most Republicans were anti-slavery for economic, not social reasons. That is not an opinion, it's a FACT!

Somehow, most blacks have fallen for the Liberal myth that the Libs care about them. The truth is, and you'll see this with Obama. The Libs want their votes, but they won't run one for president. Obama will never be president, because he's a Democrat. Blacks have their place according to Libs, and it's not running the country. Dean pretty much communicated how Libs think about blacks. They should be cleaning tables, and working in the kitchens, shining shoes.
