It depends on which country you're talking about.
If a person is a Senior Lecturer in the UK, it depends whether the university in question is using the "new" academic ranking system that used to be associated with polytechnics, or the "old" traditional system of academic rank. In the "new" system, a Senior Lecturer would be equivalent to an Assistant Professor. In the "old" system, a Senior Lecturer is equivalent to an Associate Professor, but without tenure.
One major difference from the US ranks of Assistant and Associate Professor is that in general, a Lecturer of any rank will not be required to engage in the heavy research duties that an Assistant or Associate professor does in the US. In almost every case, a Lecturer's primary duty is teaching.
