Actually, you steep the teabag, cool off the water and either immerse the sheet of paper into the tea-coloured water, or dab it with a paper towel that's been dipped into the tea liquid. If you immerse the whole piece of paper, it changes the texture of the paper, and can make it rough, or too stained. Try it out before you make the commitment.
My daughter and I used this technique on a Gold Rush project in Grade 6. To make the handbill look authentic, we ripped the edges of the paper and folded it into 4, then we sponged the tea water onto the paper until we had it looking as yellow as we wanted, and it was extra stained in the creases.

Make some 'really dark tea' ... a good 'black pekoe' or 'orange pekoe' and let it 'cool' to 'room temperature.' Pour it into a 'flat pan' that can 'hold water' and is as large as the 'piece of paper' you are 'artificially aging.' Put ONLY ONE PIECE of paper into your 'cool tea' at a time, and let it sit UNDISTURBED for ten to fifteen minutes, then take it out and lay it on some 'absorbent' cloth, like an 'old' bath towel you don't want to use any more. Let it 'sit' for five minutes then turn it over and leave it until it is 'totally dry' ... or you can 'hang it' somewhere where it will get 'good air all around it. Your 'finished paper' will be 'slightly wrinkled' and should look 'aged' and 'weathered' ...

What I did is draw a map then I waded it up into a ball. Then soak it in tea for about a minute. Take it out and put on a paper towel, along with a hair dryer to get the crisp look and feel.

Dip the paper in the tea for just a few seconds.... do test dips on a few sheets of paper first so that you will know exactly how long to keep it in...,and you will get the exact look that you want.

Use a teabag and boiling water to make a cup of tea. You can drink the tea while you dab at the paper with the wet teabag.

as far as i can remember its not soaking the paper in tea.
its running a wet tea bag over it to make it slightly damp and then adding more to some part to make it look older and more cool .
that's how i remember doing it

leave it in just for a couple of seconds then lay it out on paper towels...another old looking technique is burning the edges with a candle or something but thats more dangerous
