Why does he need a gift? If you are broke he should understand that and being with YOU on Valentines should be good enough! It's not the gift that makes the relationship..

If you are totally broke, I think the best thing might be to make him a nice dinner with the items that you have on hand....
If you are semi-broke, buy him a small valentines heart, and take him through a drive through..
you could write him a poem...
buy him a lovely card, or make one, and sing his praises on it..
good luck
and "happy valentines day to you both."

If he's really hard to shop for, you guys could go shopping together, or you could get him a gift card.
If you don't have enough money for that, though, you could make him something, like a scrapbook of pictures of the two of you (you could buy a cheap photo album at Target or someplace like that).

I would make up some "coupons" for him. I know it sounds a little cheesy, but actually it is thoughtful. I made some for my husband, at that time boyfriend, and they made him smile. It was fun for him to redeem them... I put stuff on them like "One Free Neck Rub" and "Good for One night in".. Silly stuff makes it fun! If he likes to eat and you can cook, make him some cookies and give him a card with the coupons inside. It's totally the thought that counts.

well, if you are broke try creating your own "I owe you" book
you could include things like: I cook a romantic dinner for two, 30 minute back massage, etc
I like the previous answer, the scrapbook sounds nice
