to make a ring smaller they cut out a piece of the band and seamlessly fuse it back together at the right size. And when they make it larger they again, cut the band , but then they bend it out and add additional gold, sliver, platinum, whatever the band already is, to it and fuse the additional piece and the band together and then the band closed altogether.

Depending on the material, heating a ring will make it grow larger, and then cooling it down will keep it in it's state. That is how that make some metal joints. They will take a rod with a ball attached, made out of a very heat resistant material. Then, they will take a hoop and heat it so as to make it bigger, slide the ball piece through it, and cool it down. this makes the hoop smaller then the ball and so, secures the joint.

It depends on what metal it is made out of. If it is silver, a Silversmith can make it larger. If it is gold, it can be repaired by a Goldsmith. Just remember, that to make the ring larger they will have to take out all of the stones so that they won't burn up.

My jeweler said he cuts it, and since he was making my larger, spread it slightly then filled in the gap with new gold. It looked like it had never been touched. $100 to resize a white gold ring.
