The biggest single action of the Cold War was the arms race, the building of strategic nukes enough to obliterate a million hiroshimas. Several proxy wars were fought including Korea, Vietnam and the Yom Kippur War among others. The US equipment/resources fought against Soviet equipment/Resources...but no direct confrontation.

Speaking as an American, i'd say that Stalin's monumental distrust and desires to establish an Iron Curtain across Europe were the causes of the Cold War.

Essentially both sides we distrusting in each other and saw a threat to global power structures.
Both invested BILLIONS in weapon and military build up and many satellite wars were fought by the two empires... Korea Vienam and Afghanistan were all battle grounds used by those two giant states

I think that both are equally to blame for the cold war. The USA wasnt the peacful protector of the globe it likes to believe it was and the USSR was not the bringer of liberty and freedom.

If anyone can be blamed its Russian Czar who wasnt powerful enough to prevent the rise of the Communists...

I would say the Soviet Union is the most responsible. Stalin's occupation of Eastern Europe, and his belligerence led to the proxy conflict.

Proliferation of Arms is what they both contributed to the cold war, that and backing the others enemies without caring what they stood for.
