I know that a crotch rocket refers to a sports bike - and in Australia, a pocket rocket is a small sporty car, like a VW Golf GTi (although my wife informs me that in the US of A, a pocket rocket is also a vibrator. - now I'm not sure what you mean by "more fun to drive"...)
Assuming you're talking about cars, I'd take the car - not as fast, but you can really throw it around without killing yourself (or someone else!) Pushing a bike on a twisty road is fun until you push it just a little too far, then...WHAM! Do that in a car, and you'll probably just slide a little. Just correct with steering and gas pedal, and continue on.
Remember, its much more fun to go fast in a slow car, than slow in a fast car. The same for bikes. (Dunno about the 3rd option...)

If by PocketRocket you mean those minibikes that look like little street bikes I'll tell you that they are not very practicle for much.
Like any minibike they can't be driven on the road and they are not much good on anything but hardtop surfaces. If buying a minibike for a kid (or yourself) go for one that is more like a dirtbike, at least that way you can ride it in the ruff terrain and get more use out of it.

Well, if you live in Emerald City in the Land of Oz I'd recommend the pocket rocket. However, if you live in the real world I would go with the crotch rocket.
