Like any business endeavor, you need a little research and a plan. You first need a marketable idea that will draw hits to your website. Could be anything. If you asked me three years ago if something like myspace would be as popular - and lets not forget profitable - as it is today, I would have laughed in your face. You need to find a niche market that few sites dominate and that really has growth potential if people only knew about it.
Once you find that idea, then you must decide how much money you can make at it. What would be your income streams? Advertising? Merchandising? Internet based web technology? Most intelligently, it will be a combination of two or more things. Make an estimate here, but make sure it’s realistic.
Then you must consider the cost. What would your expenses look like? What is it going to cost to get this thing rolling, and keep it operating? Expect to shell out a good amount to marketing. Don't forget to include your own paycheck here. Again, make an estimate here as well.
Once you have these estimates, compare them. Is the business profitable? Is it profitable enough to even take a shot at? If not, it may be time to go back to square one. If you think its possible to really make a killing with your idea, I’d suggest creating a business plan and rolling with it. You may be able to obtain funding for you idea, with a business plan. It will also help you to really focus your ideas and shell out exactly what you plan on doing.
Or you could just dump allot of time and money into to any idea and wing it............it's your choice.

1. As for a liscense or permit, check with your local chamber of commerce since that varies from city to city. Many do not require a general business liscense, but some places may do so.
2. Next, you'll need site hosting...shop around. Just because one host offers cheaper service, does not always make them better. Paying 5.95 per month means nothing is your site is constantly down or not compatible with e-commerce. Don't go through Geocities or something like that, you don't look legitimate. Purchase a real domain name of your own.
3. It's the same with your payment systems...Pay Pal has a really bad reputation. Real or not, a lot of consumers won't use your service if the perceive a potential problem, so use a good CC processing company, and one you can afford. many e-commerce accounts will charge you monthy premiums, whether you sell anything or not, and many come with 4-5 year contracts. You don't want to get stuck with something bad.
4. Build a good, user-friendly site. Learn some web design while you're at it. It saves you paying somebody else to do it, and gives you the ability to fix it on the spot should something fail. I ran our site personally for the first 2 years, and it always worked. Two days after I turned it over to somebody else I had broken links, missing pages, and an online store that stopped working. So much for saving me time and effort, right?
5. Learn how to optimize your own website for search engines. You don't have to pay for your list rankings if you do a little homework.
