The organizations who offer them and the people who vote on them. The Academy Awards are nominated by people in the movie industry and voted on by people in the special area of the award except for the top awards. The Golden Globes are nominated and voted for by people who write about Hollywood for foreign papers and magazines. http://www.hfpa.org/

The Academy Awards are for movies only and The Golden Globes are for movies and television.
