Anything touched by Lee Perry in the late 60s and early 70s is nearly always great, Junior Murvin, Max Romeo, John Holt, Augustus Pablo, Jimmy Cliff and the brilliant soundtrack to 'Harder They Come'. Don't really know much about modern reggae or dancehall I'm afraid. Try the Trojan boxsets which are a cheap way of getting loads of great tunes.
