He shoots the fire balls when your far away and he hits you away or grabs you and smacks you when your close. It's so frustrating!

Special attacks do not effect motaro from memory.
Jump and kick him in the head, when you land use your biggest combo. It is frustrating but he can be beaten.

With Scorpion. Harpoon him, then hit him with a big combo. Repeat.

Out-shoot him with Liu Kang.
Just a guess, I've never played. But it probably works...
