use WordPad (Start > Accessories > Word Pad) the default format is *rtf

OR

you can go to www.openoffice.org & download a fully functional equivalent to MS Office. It'll save in a variety of formats, including MS formats (.doc, .xls, .ppt). Open Office has an equivalent to Word, Excel, Powerpoint, & Access, saving you the $400 or so for Office Pro.

Many word processors will save in rtf format as it is supposed to be an interchange format. If you have access to a PC, then both WordPad, included in Windows, and the Works Word processor will save in rtf.
If you only have a way to write in text files, then http://www.starmount.co.uk/clientpage/asc2rtf.html may help you and there may be shareware out there to do it.
