This appears old but little-used. Has about a 5 inch tusk "arm." Inkwell is round and weighted, and remains upright no matter how the thing is moved about. Thus, no spillage. Says "Sterling" then the star/wing mark, then "2 30". Any ideas?

This is a visual question and in order to give you a good answer, we will need a picture or a series of pictures. The mark(s) for one. The only thing I can tell you from your description is that it is likely American or marketed here. It may have seagoing associations, but I'm really uncertain with out more info.
