You had better check first whether it might be illegal to run through your home town naked.
There are plenty of ways you can make a bet into a legally binding contract, but the contract is only binding if the acts that the parties agree to do are lawful acts.
The risk you run is that the other party will simply claim that any bet that involves someone doing an illegal act is not a legal bet.

If it's really between friends, it should be done amicably, with the witnesses chosen for neutrality and good faith, and every party honoring its word as per agreements.
You can take steps to make it legally binding like having the agreement on paper (in duplicate) and certified by a notary public ... actually, even just having it on paper and signed is legally equivalent to a contract (though maybe not as easy to get backed by law as the full monty if somebody tries to renege)... You may also take a vid of you people agreeiung to the deal, that would be eevidence in court.
Of course, betting money with a near stranger on a highly embarassing matter is hardly being a thing between friends... if you take steps it might kill the friendship... So you may want to discuss calling it off altogether, or forget any illusions of it being just a friendly bet.

Don't call it a bet for a start as bets are a bit different in law. What you are doing is making a contract to perform naked. I am a little dubious of your making it stick as the other side may say you cannot contract to do an illegal act. I think you should forget the law and have a stake holder - an impartial person -hold the money. In my experience they will wriggle out of paying up otherwise

A signed contract between parties is only enforceable if the conduct to be completed in the contract is legal. Since running naked through town is illegal, the contract on it's very face is null and void and is therefore not enforceable. Do yourself a favor and keep your pants on on this one. Running naked down a public street could get you into very deep legal trouble if the wrong person sees you. Imagine being charged with a lewd act or having an overzeleaous prosecutor charge you and label you as a sex offender who has to register everywhere you live for the rest of your life?!

It depends where you live, but in general gambling debts are not enforceable. However, you can certainly write the bet down and have him sign it - at least you'll have something to show in court if you have to sue him. While you're at it, make sure he also covers your own court costs for the misdemeanor you'll be charged with. And don't forget it will be on your record; any future employer will know about your little prank, and some companies will refuse to hire based on that type of conviction.

Aside from the legality of the act, you are trying to bind a friend. This is bad for friendships and creates enemies.
Your best bet is to have a third party that holds the money, this way the bet can be paid. You only to need to have the witnesses you were going to get be the holder of the funds. The film of the run is exchanged for the funds.

As an earlier poster pointed out, a contract with illegal subject matter is void and UNENFORCEBLE. Running naked through your town is probably illegal wherever you live. Therefore, chances are you CANNOT form a contract paying you for performing the act.

the bet itself is illegal so there is nothing to sign.
you should just use a stakeholder system where you and the other person gives the money to a neutral party beforehand and then whoever wins the bet will get paid.
if they won't pay beforehand, you know its not worth getting naked!
