If I had a boyfriend and no money, I'd prepare nice dinner with candles and stuff with dessert in a bath.
I think every man would love it! But it's only my opinion.

Why don't you just get him some of his favorite candy and, as others suggested, a new hat?
It wouldn't cost you that much, and it would be thoughtful. For valentines day I get my boyfriend his favorite candy, a romantic homemade meal, and a night full of loving.
