You have to be more specific ... If is freezing, it will snow not rain, if you are in the Sahara desert you know it wont rain , and if is a sunny day there is no clouds , but if is cloudy and does not rain is because there is no sufficient cold air on the upper atmosphere to condensate the clouds and produce rain , so you can take your pic...
