it could be because the computer is running processes in the background, or a virus or spyware.
Run your ant-virus and spyware first.

You probably have a damaged Registry.
Id assume you already tried the ususal like an up to date Norton, Mcaffee, or AVG Free anti virus plus a Spybot Anti Adware, so im not going that way. With that ethernet, even if tracking cookies and snoopers were active on that type of a line You wouldnt even be able to spot it time wise. Now a worm, Trogan, or a Viruses, that is another problem. Those lock into Registry and have self-healing properties, so removal by like Norton, or Mcaffee, or AVG doesnt fix the damage done to your registry. Thus I recommend a registry scan and repair program.
Why dont you try a Free Registry cleaner. The most trusted one Ive tried and used many times has been from Tune-UP Utilities, Their web address for the free download is www.tune-up.com Download to desktop, then burn a disc so youl have it for future usage. Then you can remove it from AddRemove Programs as it is quite a long program. No risk in using it as you can go to SystemRestore and restore Your Registry to an earlier date in a matter of seconds if it should cause even a bit of trouble.

your most like infected
and it's probally because you do not have your computer properly set up
this include
browser, firewall, AV scanner, and spyware scanner
get the following, all are free for a safe surfing experience,
install in SAFE mode with networking ( hit F-8 at boot time ), run them all in SAFE mode
with networking as you'll need it for the updates all the programs below will need.
ANTI VIRAL
AVG (free) http://free.grisoft.com/
FIREWALL
ZoneAlarm http://www.zonelabs.com/store/content/company/products/znalm/freeDownload.jsp
WEB BROWSER - http://www.mozilla.org/products/firefox
EMAIL use thunderbird. It has a good built in spam filter and learns when you teach it. http://www.mozilla.org/products/thunderbird
SPYWARE
http://www.lavasoftusa.com/software/adaware/
http://www.safer-networking.org/en/index.html
and if you have a wireless router follow these tips,
1. Use WPA encryption (WPA-PSK) it's less crackable then WEP.
2. Make a passphrase that is upper & lower case and has some numbers thrown in there as well, again harder to crack.
some like mAkE1t5eCurE0rel53 and as long as possible.
3. Use MAC access control so only you or authorized PC's can connect (even if you do have encryption turned on)
4. Turn off DHCP use static addresses.
5. Turn off SSID (and change it) unless your card really needs it (some do)
6. Change username/password of access unit front end
7. Ensure you have the usual firewall enabled on your PC.
8. Paranoia rules, turn WLAN off if your not using it :)
one last tip
control panel---administrator tools--services--messenger
right clik on it
stop the service
then disable it
save changes

(1) If you have not already scanned your comp with spybot do that now .Update it and then run it so it gets rid of all the spyware and trojans in safe mode
(2) Do an online virus scan to check if you still have any other viruses in your computer. And let us know if the online virus scan still finds any virus or spyware .

PUNCH IN CONTROL- ALT- DELETE THIS WILL SHOW YOU WHAT APPS ARE RUNNING DO NOT FOOL WITH THE EXE. FILES UNLESS YOU KNOW WHAT TO DO. THEN RUN SPYWARE/ANTIVIRUS THEN RUN CCLEANER AND THEN SPYBOT SEARCH AND DESTROY- IF YOU DON'T HAVE THEN THEN DOWNLOAD THEM FROM DOWNLOADS.COM AND RUN THEM THIS SHOULD CLEAN UP SPYBOTS, CACHE, COOKIES AND UNUSED DATA FILES. EASY TO USE AND I LOVE IT. TRY THAT AND SEE IF ALL THAT WORKS.IF IT DOEAN'T IMPROVE IT COULD BE LIKE THE OTHER PERSON SAID RAM.
