I believe that this could be because the switch of your monitor is made from metal, and that the metal is a good conductor of electricity (just as your body, or your finger which touches the switch, is), so it becomes 'live' when the live wire has been dislocated from its original position inside the monitor (meaning that electricity passes through the switch, if it is metal, all the time when the monitor is on). Or, it could be caused by something else inside the monitor that is a good conductor of electricity, and is not protected, or insulated, by a good enough insulator (such as a plastic coating); And, so the 'something' (a good conductor of electricity) could have been placed very close to the switch, causing strong forces of attraction between your finger and electrons which carry the electric charge within the material when the monitor is switched on, and so it gives you an electric shock when you switch the monitor on or off. (You might as well wonder why you get a shock as soon as you switch the monitor on, and I believe that this is because electrons can carry charge so quickly that your reaction time may not be fast enough to help you move your finger away from the switch and stop the charge from 'getting at' you.)

Some people carry an excess charge which causes a transfer of electrons from a surface.

Not dangerous, just not very nice. Try not touching the surface when you're turning it on. Or wear rubber gloves. Yep, definitely wear rubber gloves. Then you can touch it if you want. Might make typing a bit difficult, but such is life....
