That's just the earlies that Sony would consider releasing the PS4. Whether or not the PS4 gets released in 2010 depends on some things.
1. Is the PS3 outselling the 360 and Wii. If it is and by a wide margin, then expect the PS4 to be released after 2010, most likely 2011 if the next Xbox gets released in 2010 or late 2012/early 2013 if the next Xbox gets released after 2010.
2. Is the Wii and 360 outselling the PS3 by a wide margin? If they are, then Sony might release the PS4 in 2010 to get the jump on the Wii and possibly the 360 (2010 is about when the next Xbox should come out).
3. If the systems are head to head, then the PS4 might come out in 2010 if the next Xbox comes out in 2010.

yes a ps4 will come out in 2010 sony say that last year.

I assume you mean in 2010. In that case yeah might be pretty close. Although I would say closer to 2012 based on systems usually are out 5 years.
