No they're bolted beneath the round diaphragm. To replace it you'll need a gasket. It's been my experience that a genuine GM. EGR valve works best as well as the thermo. switch that controls it. I used to mess with the switches to delay opening of the EGR valve until the poor motor got more heat in it. I had a pretty much worthless 305 that had a bad hesitation off idle while warming up. The switches were stamped with a temp and by screwing in a higher temp switch EGR opening was delayed during warm up. Re-routing the vacuum hose to the distributor to a fitting on the carb. below the throttle plates made the motor idle more evenly and improved off idle tip in also.

Heck no. 2 bolts beneath the"mushroom" top attach it to the intake manfold.Be sure to clean the mating surfaces and clear out the bolt holes. Careful with re-assembly 'cause the intake is made of 'soft' aluminium. Pay close attention to installation instructions. Do not use any "sealers" when installing-just the dry gasket(incase you need to fine tune the orifice sizes for future reuse).Orifice resizing can help to improve drivabillity while retaining engine protection against pinging.

It should be held to the intake manifold with 2 bolts. I think the thing that twists off you are referring to is the check valve for the air injection system.
