Its the switch. There's nothing wrong with the bulbs and the relay that makes them flash is also working. You've proved this simply by using the indicator stalk.

It has to be the hazard switch. Get yourself to a breakers yard and you should be able to pick one up for around a fiver. They should just pull out, swap over the connector and hey presto, you can park on double yellow lines again.

Either your bulbs are knackered, the wiring is up the duff or you have a fuse blown somewhere if they are only flashing on one side.
All the indicator lights should flash both front, back and even the little indicators on the side of the car.

Check these out and if you still can't solve the problem then take it to your Citroen dealer.

Its an old one this.
Usually its the wires that go into the fuse unit get a little worn try giving them a a pull up and down motion this usually sorts them out.
If this does not work go to your friendly spares shop and ask them if you can try a new flasher unit to see if that sorts it.
