No you cannot, unless you use Elegant Egotist, which doesn't tribute them anyway.
Do remember that Harpie Lady, Harpie Lady 1, Harpie Lady 2, Harpie Lady 3 and Cyber Harpie Lady all count as Harpie Lady, so that means you can only have a combined amount of 3 of the above cards in a deck, legally.
So 2 Harpie Lady 1 and a Cyber Harpie is okay, but 2 of each is illegal.

Yes. Because Harpie Lady 1, 2, and 3 count as "Harpy Lady" as far as the rules are concerned.
