1) Environment - Family income (socioeconomic status - aka SES), living conditions, poverty
2) People in the environment - Family members who are in gangs or commit crimes, peers and family members who pressure to join and downplay the importance of education and career success.
Here's a big one - the reason many peers and family members downplay the importance of education is because They Don't Have It! Seriously, this has been researched. They advocate the lifestyle they have because it is the only lifestyle they know.
3) Lack of resources - Often inner city schools just do not have the same resources that other schools do so student become discouraged more quickly and there is often a lack of activities to keep them out of trouble after school.
Many times kids aren't parented like they should be because Mom or Dad or both are busy working because they have to make ends meet. Not trying to blame it on the parents necessarily, because they are under a lot of stress too, but when parents aren't around, who are the kids influenced by? Other kids.
Most this just applies to those minorities who live in cities, but that is where a lot of the minority poulation is focused.

Totally the wrong role models. !! Black rappers demean women but applaud drugs , pimping, and much bling-bling. Also, many black men grew up in welfare homes where neither parent worked. So at night they never heard their parents talk about their daily jobs. Many single black women had to be the sole supporters for their children. On a talk show, three very successful black women, young and attractive, all said they wanted a BMW...... Black Man Working. So, it all comes back to family and what values were passsed down to the children. Those who grew up dependent on government assistance assumed that assistance would always be there. When they found out it was not, they turned to crime as a way to make ends meet or as a way to fuel thieir drug habits.

- Most black people have a lower socio-economic status and therefore live in the cities. The cities tend to have... poor living conditions, educational progarams, job opperatunities ect. Also the cities have more violence and crimes than the suburbs. Being subjected to this while growing up can change what you grow up to be. Bad edducational programs and few extracaricular activites can turn one towards the streets and gangs to feel like they belong.
thats just what i think. hope it helps.

lack of education
environment/no respect for the law- children have to raised thinking that things are illegal for a reason and that abstaining from those things is a good thing
along with the one above- valuing money and material over other things. for instance one might sell drugs or beat up people fro the money and think it is okay. they might also look down on activitys that aren't monetarily benficial or that don't accumulate a lot of money
