Taking into account the countries that existed in Europe at that time, this is the list: Holland, Belgium, Germany itself, Denmark, France (Vichy's Republic), Italy (By Hitler's partner Mussolini), Greece, Yugoslavia, Bulgaria, Romania, Austria, Czechoslovakia, Poland, Austria (through the "Anchluss"), Luxembourg, some parts of the former Soviet Union up to former Stalingrad (Present time Volgograd), Liechtenstein, Norway, Albania. This does not mean that they had full control, because there were, in many, if not all, of the countries Resistance Movement against the forceful occupation, with the clear exception of Austria, which was willingly and peacefully annexed to Germany. For various reasons the following were not, o could not be, occupied by the germans: Spain, Portugal, Sweden, Finland, Switzerland, Great Britain, Ireland, Turkey, Cyprus.

I'm not sure whether you want only countries conquered, or also countries that were Germany's allies and pretty much doing whatever Germany demanded. I'm trying to separate those out.

France (northern part), Belgium, Netherlands, Luxembourg, Denmark, Norway, Greece, Yugoslavia, Austria, Poland, parts of Russia, Romania (parts occupied by German allies), Hungary (ally), Bulgaria (ally), Italy (ally) Finland (ally), Croatia (ally), Slovakia (ally), Albania (occupied by ally Italy)

Czechoslovakia, Poland, Austria, parts of Russia, Netherlands, Luxembourg, Belgium, France, and MAYBE denmark and norway, but I'm not 100% sure.
