Are you certain? If your water heater is electric, it sounds like one of your elements is burned out so that only half of your water is hot. I'd recheck your inspection of the elements. Not many other options here, but it is almost certainly one of the elements or the thermostat.....or hot water thieves.

Do you have a tankless water heater. A small heater that doesn't have the large reservoir tank.
If you do there's an easy solution. all the plumbing fixtures have these things that restrict the flow of water, by mixing water with air at the last point of contact. (at the tip of the faucets) unscrew those and take the meshy screen out., including the ones in the shower head, shower heads have the restrictors at the first point of contact usually. (where the head attaches to pipe from wall)

You don't say if it is gas or electric or if you have hard water or not. General purpose checking would be to open the drain on the bottom and see if the water comes out clear or rusty. If rusty you will have to drain quite a bit until it is clear and do it often. If the water is clear, is it set on low or medium (you don't want high - too hot). Is it large enough for your family? I have seen very small hot water eaters in use that were only meant for a sink. You may have to consider replacement.

I would say the water pressure is too high, and you are using the water faster than you think. This is a pretty common problem, and can be fixed by installing a pressure limiting valve.

Thats if you`re sure the thermostat is ok, and tank isnt calcified up.

IT SOUNDS LIKE ONE OF THE HEATING ELEMEANTS ARE OUT. DID YOU UNHOOK THE POWER WIRES AND OHM THEM OUT? THERE ARE 2 IN MOST CASES.
OR IT MIGHT BE...
INSIDE THE WATER HEATER, YOU HAVE A TUBE THAT GOES DOWN TO THE BOTTOM, FROM THE SUPPLY LINE. IF IT BUST OR GETS CRACKED UP, IT WILL GIVE YOU THOSE PROBLEMS. TRY UNHOOKING YOUR SUPPLYLINE TO THE WATER HEATER AND STICKING YOUR FINGER IN THE HOLE AND REMOVE THAT TUBE. IF IT IS NOT IN GOOD SHAPE, GET A NEW ONE. YOU CAN GET THEM AT A PLUMBING SUPLLY HOUSE FOR ABOUT $5. GOOD LUCK.

check your dip tube it is inside the tank on the inlet side of the tank sometimes they fall off inside of the tank causing you to run out of hot water fast.don't bother trying to fish it out buy a new one at the hard ware store they are inexpensive and easy to install.

no:1-- what is your setting?
no:2-- do you have a busted pipe under the house maybe that will be leaking your water out?
