When we sold our house the buyer insisted on certificates before exchanging contracts. We had to get a registered electrician and a corgi registered plumber to come and check the systems and issue certificates. Cost was about £150 for the 2. Our estate agent recommended the tradesmen. Meant us taking 2 days off work and the cost as well. Also, meant a delay of about a week. We weren't best pleased, but didn't want sale to fall through.

In my area of the country the real estate agent who handled the transaction will set up all inspection. This is a certified person who will check to see that all systems are operational and will issue a report at the end stating what needs to be fixed.
For a safety certificate you would have to go to a plumbing contractor and an electrical contractor who could do a more complete (expensive as this would be time consuming) inspection, and perhaps give a letter of finding, but I don't think you will find one who will warranty or certify those findings.

This is only required by a Landlord letting a property and not normally when a person is purchasing a property.

As previously stated, gas = corgi electric= registered electrician ( never really heard of this one)

You'd have to get a plumber and an electrician to to this, or get the seller to arrange it. Someone will have to foot the bill, though.
