Remeber Valentines day has nothing to do with how much money you have or don't have. Its what comes from the heart. so I did some research for you on the internet and this is what I came up with....
1. Put a note on the bathroom mirror promising to share an afternoon with him.
2. Get some regular balloons and blow them up, take a Permanent marker and write little love messages to him on each balloon and place them in area’s that he will see them. (see if his mom will let you in his bedroom)
3. Find his Locker at School and write a love note and leave it on his locker for him to find.
4. Meet him after school and wear a really cute outfit, have your hair done and light makeup (nothing to heavy, remember your only 13) and take him on a walk around the area and just talk with him while holding his hand.
5. Make him his favorite desert and give it to him. (most boys love cookies so this will be easy)
6. If his mom lets you in his bedroom, Make him dinner and have a picknic on his bed. (make sure you cover his bed with a sheet of some sort so you don't get it dirty)
I have teenage daughters and well I hope this helps you a little. These are some fun inexpensive things you can do and if you talk to his parents they might even help you out a little in making the arrangements so you don't forget anything.

if he insists on giving you a gift, you should probably just let him give you one. Valentine's day is in a way, more for women.But, if you really want to get him something, you can make him a cute/funny card, bake him a little cake, cupcake, or cookies, or buy him a giftcard to somewhere he likes to go. If not, just make him s/th thoughtful and that should be enough.

I would go with the baked cookies idea...something baked is always the best gift. My sister baked her boyfriend a dozen and a half cupcakes for his 18th birthday..he melted..it was the cutest thing ever...she's 17 btw..

download some music and make him a CD with songs you know he'd like or songs that make you think of him...tell him why you chose the songs you did...use you computer to download some cool graphics or clip-art and make your own "cover" for the CD...put the CD and the "cover" in an old jewelcase you have from one of your CDs...
or you could get him a card and write on the inside that you'll take him to the movies over the weekend (or whenever he wants)...its like a gift card for a date...

All you have to do is go to Wal-Mart and get him a cute bear and some his favorite candy. Or you can get him something that he would love. Like if he loves a certain actor you could get him a poster or movie with them on it. Just think past material things and think of what he would truly love.

Look on the web for a sugar cookie recipie and make a cookie bouquet outta them. It's personal, you can decorate it and you will never have to worrie about them dieing...just him not sharing.
