I've looked at a map but can't make it out in the NE- some of those states are drawn really small! Thanks!

Maine, Mass., Conn., Rhode Island, NY, NJ, Delaware, Maryland, Virginia, NC, SC, GA, FL, LA, AL, Miss.,TX, CA, OR, WA, Alaska, Hawaii

That should be it (at least as far as ocean coasts are concerned).

Lakes and rivers are different, and you'd have to define what kinds of lakes and rivers.

Oregon, Washington, California, Texas, Louisiana, Alabama, Mississippi, Florida, Georgia, South Carolina, North Carolina, Virginia, Maryland, Delaware, New Jersey, (PA has a very small section) Rhode Island, Massachusetts, New Hampshire, Maine, Connecticut, New York, Alaska, Hawaii

Minnesota, Wisconsin, Michigan, New York, Pennsylvania, Indiana, Illinois, and Ohio also border the Great Lakes.

Atlantic: Maine, New Hampshire (really small coastline), Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia, and Florida.

Gulf of Mexico: Florida, Alabama, Mississippi, Louisiana, Texas.

Pacific: California, Oregon, Washington, Alaska, Hawaii.

Total of 23 states.

Hawaii,Alaska,Washington,Oregon,California,Texas,Louisiana, Mississippi,Alabama,Florida,Georgia,South Carolina,North Carolina,Virginia,Maryland,Delaware,New Jersey,New York,Connecticut,Rhode Island,Massachusetts,New Hampshire(very small coast), and Maine.

If you count the states on the Great Lakes as having coast lines then you have to add Minnesota, Wisconsin, Illinois, Indiana, Michigan, Ohio, and Pennsylvania.
