Try water or maybe even a little rubbing alcohol and a very soft tissue, like facial tissue or toilet paper.
For scratched CDs check around any local CD stores that sell used CDs. A couple in my area will repair a scratched CD for around 3 bucks.
Or you can try it at home:
This gizmo might look silly, but i have one and it works quite well for scratched CDs. If you have a CD with a few scratches on it that are making it skip it works. I wouldnt use it just for cleaning, its more or less a last ditch effort to repair a scratched CD. You can buy it at Wal Mart or many other places.

I think rubbing alcohol works, but I just buy a CD cleaning kit. I hear people saying that peanut butter works, but I haven't tried because I hate peanut butter.

This sounds weird but you can flush them (they wont go cown the toilet, the spinning water will just clean them), or use toothpaste on them. I jknow its strange, but it works. And if it doesn't, buy a CD cleaning kit, there pretty cheap.

well, if there is dust, you can use an eye glass cleaner, and cloth. maybe it is not he cds, but the player, is the lazer still working? Is there no dust in it?
