what kind of a person they had been in the past before you met them?

It might matter if any aspects of their 'past' life has filtered it's way into their new life. For instance drugs or alcohol maybe even criminal - it's a part of their personality and it does have a good chance of coming back.
Other things, like bad friends, etc, who knows . . .I think everyone deserves another look from time to time. If you let an impression stick to a person too long, you might miss something very positive about them in the future. Who knows? Tread lightly and procede with caution...

I would think the past if very important: it gives you an idea of who the person is, what hardships they have faced and whether or not they grew and changed in response to those, etc.

I know I am very far from being the person I was in my 20s, for example. But events that transpired led to me being who I am today, and I didn't get beaten down by these events;although, some of them took longer than others for me to understand the lessons of those events and channel my energy into positive growth.

In short, you can understand a person's character better by understanding the path that brought them to where they are now.

depends, if they were a former rapist or something I would say it matters, but for the average person probably not. I remember acting pretty stupid about things when I was younger, and might even look back at things I do now as being kinda goofy. I am much different now than I was then

The past should stay in the past. Some people do learn from their mistakes. I guess it all depends on what they did in their past. Good for you for giving them a second chance to prove themselves. Not too many people would do that. You must be a good friend to have.

Yes and no. If it was when a person was youg and they have changed then chances are they are no longer that person. If they have just recently changed then I would always keep it in the back of my mind how they had behaved in the recent past.

A leopard doesn't change his spots. Meaning, you are what you are. If they were a terror in the past, chances are they still are. Make very sure you know this person very well, before you make any love decisions.

yes it is somewhat important. But you can't change the past. if the person has changed, then its ok.

Yes, it certainly does. Most people actually change very little.
