Simple, just save a document with a .html extension i.e test.html. I would use notepad to avoid any other stuff getting in there. Programs like Microsoft Word will save out a load of information but notepad just saves what you enter.
Open notepad, copy this into it:-

My Web Page

This is my Web Page

Type your "stuff" here.

then save it as webpage.html and open it in your browser. To save as html, in the save dialogue box change the type to 'all files' otherwise notepad will add a .txt extension.

The simplest way would be to add the basic HTML code to Notepad and save it as HTML.

Otherwise purchase an HTML editor like Dreamweaver, FrontPage, or Editplus.

You can also 'Save as' HTML from MS Word but it's not real pretty.

Either:

Buy a program

Or you do the coding yourself, in notepad or a similar program(just type the code and when your all done do a file save as, and then type the file name, but at the end you type .htm or .html or .xml or whatever

You create a plain-text file and re-name it to .htm or .html, after typing in the appropriate HTML codes.

What exactly are you trying to do?
