Carlos Zambrano, Scott Kazmir, Barry Zito, Jake Peavy, Justin Verlander. I would definitley want a lot of young talented pitchers.

1-Roy Halladay because he can work his way out of bad situations. He is a true ace and his breaking-ball is fantastic. As a Blue Jays fan I think he might be the best pitcher in the league(if he could just stay healthy). When he gets on a roll. The Jays feel they can win every game he pitches in because you know he'll give you 7 or 8 innings.
2-Johan Santana because he is the best left-hander in the majors. He pitches alot of innings and his pitches are deadly to all the hitters he faces.
3-Francisco Liriano because he is young and one of the most talented pitchers in the league. He could be on your team for twenty seasons because he is so young.
4-Dontrelle Willis because he is fantastic pitcher and I think he would be great if he played on a different team than the Marlins. He would also be a fan favourite and he is just amazing at times.
5-Chris Carpenter because he has a world series ring and he is one of the best in the league. Also he says he would rather be the least paid player than the most paid player so that would save some cap room.He si a little older but he is really good.

1. Santana- Best pitcher in the game, hands down
2. Halladay- Likely the second best, if he can stay healthy, he can be pretty dangerous
3. Carpenter- A tremendous reppertoire of pitches which he could throw with accuracy at any given time.
4. Webb- Already won Cy Young and not even near his prime yet,
5. Liriano (if healthy), but if not then Oswalt.

i dont see my man carlos zambrano in any of your answers. show my man some love... he is a great pitcher, that ill admit, lets his anger get the best of him, but still strikes out a ton of batters, has plenty of great stuff, and is still very young. He is definatly more valuble in the National leagues, where a good hitting pitcher is very rare, let alone a switch hitting power hitter. He had 6 home runs last year! But then again in the american league he wouldnt be as valuable, but is definatly a great pitcher for a team, especially for a team that is very weak, and starter oriented, because he can throw 7+ quality innings a game with over 120 pitches easily. but if i had to choose i would choose
big z
halladay
santana
carpenter
and pedro m.

Johan Santana
Roy Halladay
Fransisco Liriano
Scott Kazmir
Jon Papelbon
Those final three are based on the word Franchise" in your question.
A franchise implies longevity, those guys are young and have all the potential in the world to be the next Santana or Doc Halladay.
Watch out for Papelbon this year especially.

Maddux
Smoltz
Willis
Zito
Verlander
Maddux will provide veteran status and leadership for the bullpen. Smoltz is a solid pitcher when surrounded by good pitchers. Willis is a great pitcher as well as Zito. Both can fool hitters. Verlander will provide the X factor for the bullpen with his heat and young age.
