Sorry to break it to you, but that question is far too subjective for a real answer.

It's more of an argument than something that can be proven... opinion rather than fact. I could argue that Picasso belongs in that group; few would probably disagree with me. But in what position does he belong? And what about the disparity between styles? If I think abstract art is superior to realism, I will put abstract artists at the top of the list, and vice versa.

So while you may be able to get "official" opinions from "authorities" on art, it's ultimately up to you to decide who is the best. Art and artists often defy neat, orderly classification, unfortunately for those of us that like making lists.

This is more of a personal opinion question-skill comes in all different ways in art so it is really based on what your opinion of skill requires (technicality, profeciency, creativity, etc.). You could probably google a list of the most well-known greatest artists...but not the most skillful.

You can't really judge that... but I mean... off the top of my head... Picasso, Dali... oh idk... go to google and type in that question, it should give a good list.
