A (dot) .bin file is a binary file. A binary file is usually the compiled source code for a program. Compiled means that a text source code file has been read into a compiler program for example C, java , c++, pascal etc. The output from the compiler after reading in the textual source code file is a binary file, the binary file is a machine readable file whereas a text file cannot be read by a machine (PC). So a .bin file is either a program file or part of a program that gets executed when the program is run. You can open a binary file with a text editor but it is unlikely that you will be able to understand the display. If you want to see the human readable form of what the binary file says then you will need to de-compile the program to revert it back to a text file. You will then be presented with the original textual source code file, if you understand programing languages you will be able to interpret what the program is meant to do.
