I am restoring a condo and would like to remove the old 90's look spackled wall paint. It has the little chunks all over the wall with paint on top of it. Should I sand this down, or use a paint remover.

it has to be sanded off then then apply new Spackle with trowel, paint remover will damage Sheetrock underneath. talk to someone at Lowe's, home depot, etc. they will help you out

Don't try to remove the old texture. Instead, get yourself some premixed drywall joint compound, a mud pan, and an 8"-10" drywall knife. Spread the joint compound over the existing texture to smooth it out. When dry, sand the high spots with a pole sander. Apply a second coat if necessary. When you are satisfied with the surface, prime with PVA primer, then paint.
