I get the impression that the Batman would eschew a jet pack because of the noise; he prefers to be stealthy.
He HAS used a hang glider on occasion, but for getting around the concrete jungle of Gotham, he usually swings, much as a certain wall-crawler does. During the time when Bane had broken Bruce’s spine, and Azrael was filling in for him, he kept adding more and more gizmos untilit reached the ridiculous point.
When Bruce recovered, he HAD to take him down—not because there could only be one Batman (although that is true) but because of all the ridiculous gadgets!
Batman has used Kirk Langstroms bat-gland serum in the past to change into a Man-Bat and fly that way.
There was also an Elseworlds where Batman was bitten by Dracula (and eventually defeated him) so that he COULD fly under his own steam, as a bat.
Plus, one of Batman’s fan letters of long ago quoted an old prophecy to the effect that “When men like bats do fly, the world’s end is nigh!” Batman responded that he and Robin did not fly, so there was nothing to worry about. Who knows…? Maybe Bruce Wayne is, deep down, just as cowardly and superstitious as the criminals he hunts down!
NO! I won’t believe it! Not for an instant! Batman could never be cowardly or superstitious!
Okay, he’s not. But he doesn’t fly, either.
This is not to say that DC hasn’t tried it. There have been several Superman Batman team ups through the years when Superman was temporarily without super powers, and Batman had them for a change. So the publishers have tried to give him the power, but based on the readers’ reactions (I guess) it just didn’t fly.
But there have even been (fanfic) stories (see glcorp.org) where Batman got a Power Ring, and didn’t use it to fly around, only to protect himself when his own skills where not sufficient. The reason he gave was that he didn’t want to get lazy and lose his edge. I can see Batman not wanting to fly, I really can see it.

In various media he has used them, but i believe his basic mind set is to fight the criminals where the live which is on the streets.
He has airplanes, and the Batmobile can do damn near Mach1 so why would he Need a jet pack.
I recommend you pick up The Batman Superman Movie, its the 3 part cross over episode of Superman: The animated series.

Alfred: When in Rome sir. (opening a crate with the jet pack and its gear.
Joker: Copybat Copybat (in a singsongy voice while pointing)
Joker: Suffering from a case of propulsion envy?
and the best exchange from near the end, i just like teh line, nothing to do with jet packs. Batman and Harley are parachuting to safety as a plane still carrying the Joker explodes
Harley: PUDDING! (crying into Batman's shoulder)
Batman: At this point, he probably is. (pure deadpan, watching the wreckage fall flaming into the bay)
I loved how a saturday morning cartoon could get away with that.

Batman is only a human in a gown (with remarkable technologies). He won't be able to fly because human beings won't be able to. Spiderman were given bitten by technique of a particular spider and Superman is an alien, which money owed for his or her magical understanding.

Well, let's start by te basics and ask ourselves why Batman doesn't use a gun. Almost all of his enemies' henchmen do. Heh, it would have made life easier for him, isn't it?
The reason why he doesn't is apparently simple; Batman is a modern-day samurai, he doesn't quite need heavy gadgets like Boba Fett. Plus, you get to rely on things like that a lot, os that makes you dependent on them. So what would happen to Batman if it went bonkers on him?
Plus, it would get in the way of the cape XD

If you look at his bat wings, they are too flimsy. For a man to fly about he'd need better wings.
I think if he did fly he would move with thin strings attached to his waist, like they use for martial arts films.
He has a cool car as a nice substitute.

i'd kinda go with seeing that he is an expert in a bunch of martial art techniques, flight would kinda be useless. Also he has the Batwing, and various other flying vehicles he only uses when needed.

thats the whole point about batman, he doesn't have (and doesn't need either) any kind of super-powers.
He is clever, he is powerfull, he is strong. Thats what makes him a great super hero.
