Can essay's concluding paragraphs last sentence be a question. Because I read the teachers notes, "... Offers an insight -leaves the reader with something to think about."

It COULD, but that's really bad form. What was the point of the essay if you're not even going to wrap up all the questions?

Instead try putting an inspiring quote, or raise (without directly asking a question) a point about a modern issue.

For example, on an essay about Human Rights, say that "Human rights will continue to be abused so long as institutions such as the Guantamano Bay Prison are allowed to operate with government protection."

Don't say "When will we step up and close Guantanamo Bay".

Try to exude confidence in your writing.

yes it can, however you need to also see if your teacher has specific guildines for the last paragraph or questions. My teacher doesnt even let us use questions, for each one we use our grade goes down one letter. But leaving the reader with something to think about could be a very strong statement with shocking fact. Maybe she also meant that the entire essay should leave to reader with something to think about, representing the idea, then stating the impact to leave an impression on the reader as to how important it is.

I suppose it can be, most of time you usually wouldn't end with a question though.
Questions are best used at the beginning of an essay, an opener, to get your reader thinking ahead of time before you dive into your essay topic.

Best way to conclude, it prehaps a quote maybe? Nothing cliche, that'll just kill it.
Or just restate your thesis, but reword it.

Go over your main points again, basically restating your intro paragraph. Then add somethin to the end such as a hypothetical question or some kind of statement. Idk 100% about what you wrote in your paper or I could have given an example, but I hope that helped!

A good story requires three parts:

The opening - which should be a "hook" to interest your readers in continuing;

The body - which explains in detail your opening; and,

The closing - which reiterates (or links with) your opening.

If you want to use a question in your closing, you'd also need to use the question in your opening.
