I am trying to connect a laptop to I have to the cable modem I usually have connected to my desktop. I am doing this so I can register some software I installed on the internet. The desktop has no issues, but the laptop just hangs and never receives an IP address, thus no internet connection.

Well my first guess would be a problem with the DNS configuration. I would first try setting you Ip address and DNS both to obtain automatically. If that doesn't work you might have to have a static IP so I would set the laptop to the exact same IP and DNS as your Desktop. That should do the trick as long as you unplug you desktop from the network.

your cable modem is set for your current mac address, switching it everytime changes new ip address sometimes you would not get any connection for 30 minutes or more. Keep your laptop plug in for hour and try then. Or buy a router so u can have both connected at once

Make sure the laptops internet settings are set to obtain IP automatically in the the properties tab of the connection icon in the network connections folder. Also make sure if you are using a router that it has DHCP server enabled. if neither of these work you may have to reinstall the TCP/IP protocol.
