Type the first set of letters in a Text Box which you will find in the Insert menu. Format this Text Box under Colors and Lines with No Fill and No Line.
Format the Layout, set the Wrapping style Behind text.
Create another Text Box and type the second set of letters. Format the Colors and Lines as above and set the Wrapping style to In Front of text.
Hover over the second Text box until you see a cross symbol and you will be able to drag the second set of letters over the first.

In WORD: Use Text Art. From the drawing toolbar, it is the icon that is a white square with a W in the upper left. You need to make your fill color and line color "none" so you can over lay different text boxes over each other. you can move the text boxes, change the font size & style, and even the color through formatting text section.
