If you're made out of gas, can travel at the speed of light, won't eat for years, then yes, go for it!

It's a question of altitude. Stay in the upper atmosphere and something like a boat\plane\blimp\submarine would work well. The deeper into the atmosphere you go the better your vehicle would have to be at withstanding pressure. If you are looking for land on Neptune you would more than likely be out of luck.

So figure out a way to deal with massive pressures and you are set.

It would be pretty difficult if not impossible. The temperature is very low, the atmosphere if any is unfriendly, the gravity is too high. May be a better option is to colonise a satellite and in any case, you need to be enclosed in a space ship.
