Incandescent light no since there is no current. A fluorescent light fixture yes but it will blow the ballast not really the lamps. Note: turning on and off a light frequently will blow lamps faster on both systems so if the neutral is partially connected or is causing a flicker (whether or not you can see the flicker) it will shorten the life of a lamp.

A broken neutral (white wire) would cut power to light. a partial or loose neutral would create heat and maybe drop of voltage which would blow your light bulb faster.

Yes, the wire is arching and causing the light to blow. Fix the wire and that will fix your problem.
