If the cricket world cup final is tied, both the finalists shall compete in a bowl out to determine which team is the winner.

However, in the event of no result in the final, both teams will be
declared as joint winners.

Law 21.9.4.

If the semi final is tied, the teams shall compete in a bowl out to determine the winner.

However, if there is no result in the semi final, the team with higher net run rate in the super 8 series matches will proceed
to final. If this is also equal for both the teams, the finalist will be determined by drawing of lots

Law 21.9.3.

They would be decided by the following:
Most Wins
Higher Net Run Rate
Higher Number of Wickets Taken Per Ball
Winners of Head to Head Matches
The Drawing Of Lots

well, to my knowledge...they would consider the runrate, and giv away the cup to the team which has less number of wickets fallen than the other...i guess u remember the tie match between aussies and south africans in 1999 world-cup..
